I recommend that dev_pm_opp_set_rate() and dev_pm_opp_set_regulator()
instead of 'clk_set_rate' and 'regulator_set_voltage'.
In the dev_pm_opp_set_rate(), handle the these sequence.

I recommend that dev_pm_opp_set_rate() and dev_pm_opp_set_regulator()
