Well you should pin the buffer during allocation while loading the 
driver. After that we should not see any migration at all.

VCE/UVD and VCN are mutual exclusive, you either have one or the other 
in the hardware.

So you can just have one BO for each and only whatever is present in the 
hardware is actually allocated.

That is a really bad idea. The reservation lock can (in theory) depend 
on the reset as well, so you end up in a circle dependency and potential 
deadlock again.
