Yes, I will. Only non-root cgroup can distribute out all its CPUs. I 
thought I said that in the documentation, maybe it is very clear.

Yes, I will. Only non-root cgroup can distribute out all its CPUs. I 
thought I said that in the documentation, maybe it is very clear.
