xl: xl_cmdimpl.c:1759: create_domain: Assertion `domid == ~0' failed.

so this looks like my fault, sorry. Seems like I must have missed a
reboot path in 25563:dbf54d93ac40 "xl: initialise domid to an explicitly
invalid value".

I'll investigate now.
