Right, we should push the wider usage of this tag.
I've used "Reference" tag and "BugLink" tag, and these look like
another common usages, but neither of them is found in documentation.
Maybe we should define a recommended tag for consistency and document
it properly.

BTW, can the URL be reached from patchwork?  That'd be really handy.
