The Counter subsystem architecture and driver implementations have
changed in order to handle Counter sysfs interactions in a more
consistent way. This patch updates the Generic Counter interface
header file comments to reflect the changes.

The Counter subsystem architecture and driver implementations have
changed in order to handle Counter sysfs interactions in a more
consistent way. This patch updates the Generic Counter interface
header file comments to reflect the changes.
