Document
- IORING_REGISTER_FILES2
- IORING_REGISTER_FILES_UPDATE2,
- IORING_REGISTER_BUFFERS2
- IORING_REGISTER_BUFFERS_UPDATE,

And add a couple of words on registered resources (buffers, files)
tagging.
