Fixed by rewriting
if ((0xffffffffu / use_timer_freq) < 10)
enable_preemption_timer = false;
to
if (use_timer_freq > 0xffffffffu / 10)
enable_preemption_timer = false;
(finally doing inequations in high school paid off).
