arch/powerpc/kernel/vmlinux.lds.S has

 #ifdef CONFIG_RELOCATABLE
 ...
        .rela.dyn : AT(ADDR(.rela.dyn) - LOAD_OFFSET)

        }
 #endif
 ...
        DISCARDS

        }

Since .rela* sections are needed when CONFIG_RELOCATABLE is defined,
don't discard .rela* sections if CONFIG_RELOCATABLE is defined.
