[PATCH 24/44] docs: filesystems: convert inotify.txt to ReST

- Add a SPDX header;
- Add a document title;
- Adjust document title;
- Fix list markups;
- Some whitespace fixes and new line breaks;
- Add it to filesystems/index.rst.
