[PATCH 03/44] docs: filesystems: convert affs.txt to ReST

- Add a SPDX header;
- Adjust document title;
- Add table markups;
- Mark literal blocks as such;
- Some whitespace fixes and new line breaks;
- Add it to filesystems/index.rst.
