Add device tree binding Documentation details for Qualcomm msm8226
pinctrl driver.

- Bindings documentation was based on qcom,sm8250-pinctrl.yaml by
  Bjorn Andersson <bjorn.andersson@linaro.org> and then modified for
  msm8226 content
