To add -Werror for all files conditionally you can do:

    ccflags-$(CONFIG_WERROR) += -Werror

For individual files we can then drop -Werror like this:

    CFLAGS_REMOVE_foobar.o := -Werror

So it should be doable with the existing infrastructure.
