Is there a way to have the Linux Kernel always use CPUs with the lowest index ?

For example, in a system with 4 CPUs, if CPU0 becomes idle and CPU3
was running a task, is there a way to have the Linux kernel move the
task from CPU3 to CPU0 ?

Best regards,
William Tambe
