* [PATCH] cpufreq: vexpress: Set CPUFREQ_IS_COOLING_DEV flag

Reuse the cpufreq core's registration of cooling device by setting the
CPUFREQ_IS_COOLING_DEV flag. Set this only if bL switcher isn't enabled.
