I don't quite understand how to get and compile the entire tree.  Is this 
patch applied on top of 2.4.21?

Are you looking at www.kernel.org?

The main 2.4.22 link is to the patch file to be applied to 2.4.21.
However, over to the right side, the 'F' is the full 2.4.22 tarball.
Or you can go to 
http://www.kernel.org/pub/linux/kernel/v2.4/
ahd download whatever file(s) you want.
