Against test5-mm1

This patch provides generic support for polling normal NICs with
interrupts disabled, for both send and receive. It also provides an
option parser for configuring network parameters for subsystems that
use the polling interface. This functionality should be common between
netconsole, netdump, and kgdb-over-ethernet.
