I am not sure of the correct procedure, but the issue was fixed just
before the 3.0 release and the ticket is currently in the RESOLVED state.

Even if you suspect hardware problems, it's best to CC maintainers.

Just paste the sha1 of the commit that fixed it into the bugzilla and
switch it to 'closed/code fix'.

This one was due the the CPU's idea of the current time getting way
out of sync (as in more than a minute's worth of disagreement, which is
pretty impressive when you think about it). So what happened is that
one CPU decided that the current grace period was a full minute old
immediately, and thus started screaming piteously. John Stultz provided
a configuration workaround, and he and Thomas Gleixner would be working
out the long-term fix.

the regression has been solved for 3.0 by disabling the problematic code here:

When the new commandline argument 'pci=realloc' is not set (which is the
default) the buggy code is disabled.
Therefore this bug can be closed on the 2.6.39 -> 3.0 regression list.

Most likely kvm.git got that commit from Linus - I don't think the fix

Hm ok. But the tree tested by the reporter is contained in kvm/master
and kvm/next and not in Linus tree.
Anyhow, Rafael did ask the correct question on the bug to resolve

I've verified this bug in Linus' tree 3.1.0-rc4. It got fixed, so I closed the bug.
