* [BUG] Kernel splat when taking CPUs offline

My tests for ftrace includes testing the mmiotracer, which to run
requires taking all CPUs offline but one of them. This test crashed
every so often, and I was able to bisect down to this commit:

commit 87549141d516 ("cpufreq: Stop migrating sysfs files on hotplug")


Just to make sure this wasn't just the mmiotracer causing the issue, I
was able to trigger this same bug by simply doing the following:


(on a 4 cpu machine)


 # echo 0 > /sys/devices/system/cpu/cpu1/online 
 # echo 0 > /sys/devices/system/cpu/cpu2/online 
 # echo 0 > /sys/devices/system/cpu/cpu3/online 
 # echo 1 > /sys/devices/system/cpu/cpu1/online 
 # echo 1 > /sys/devices/system/cpu/cpu2/online 
 # echo 1 > /sys/devices/system/cpu/cpu3/online 
 # echo 0 > /sys/devices/system/cpu/cpu1/online 
 # echo 0 > /sys/devices/system/cpu/cpu2/online 
 # echo 0 > /sys/devices/system/cpu/cpu2/online 
 # echo 0 > /sys/devices/system/cpu/cpu3/online 
 # echo 1 > /sys/devices/system/cpu/cpu1/online 
 # echo 1 > /sys/devices/system/cpu/cpu2/online 
 # echo 1 > /sys/devices/system/cpu/cpu3/online 

It usually takes two or three tries (shutting down all but one CPU, and
starting them again) before it triggers.
