We could maybe have read_persistent_clock() just check for the
CLOCK_SOURCE_SUSPEND_NONSTOP flag?
And we probably should have also has_persistent_clock() or something
that also checks for the CLOCK_SOURCE_SUSPEND_NONSTOP.
