Add ABGR format with 10-bit components packed in 64-bit per pixel.
This format can be used to handle
VK_FORMAT_R10X6G10X6B10X6A10X6_UNORM_4PACK16 on little-endian
architectures.

Ok so 0xff and 0xfb for a true 16bit format have a slight difference,
whereas for this truncated format they're both max brightness. So yeah
there's a difference and I guess we need to add this.

I'm OK with it formatted like this tbh. The YUV formats at the bottom
already mess up the formatting of the table as a whole.
If Joe feels strongly about having it split, I don't think that should
hurt grep-ability much for the common cases (grep for format name, or
grep for format parameters). So either way you can add:
