The latest I-D is now http://www.ietf.org/internet-drafts/draft-ietf-ipoib-ip-over-infiniband-08.txt

Also, isn't DHCP over IB (http://www.ietf.org/internet-drafts/draft-ietf-ipoib-dhcp-over-infiniband-07.txt) 
also supported ? If so, is that part of this or some other patch being submitted ?

DHCP should work but I don't think it's a kernel issue (I don't think
kernel DHCP for NFS root over IPoIB will work unfortunately).

Speaking of nits, there are also some formatting issues with the
Makefiles that changes in the later patches...

But, the end result is you get the "correct" formatting if you apply all
the patches.

I guess the reasons are stupidity and bad patch scripts...

Doesn't hurt for now, will be fixed in future versions.
