When I use alsa snd-powermac driver, the lowest volume setting (but without
muting) is at about half of full volume, it's impossible to get any volume
level between mute and vol=0. Is that a bug or a feature?

Just a me too
This happens in the change from 2.6.4-rc1 to 2.6.4-rc2
I have checked the changelog and there is no change in the sound section
(perhaps a change in timer.c?)

not a bug - the chip doesn't support the level below vol=0 and it's
not totally silent.

but it's not like 'not totally silent' but 'pretty loud'. On OSX volume scale
is just fine.

ok, my comment was a rough guess which i experienced once (IIRC, it
was a screamer). so let me know the chipset on your machine, shown in
/proc/asound/cards. if it's tumbler or snapper, this behavior should
be a bug of the driver.
