In preparation for removing SWITCHDEV_ATTR_ID_PORT_BRIDGE_FLAGS_SUPPORT,
handle the SWITCHDEV_ATTR_ID_PORT_PRE_BRIDGE_FLAGS attribute and check
that the bridge port flags being configured are supported.
