Reporting a BOOT_DEVICE_RAM can leverage common/spl/spl_ram.c
to bring up u-boot.bin by memory offset 0x00010000.

If BOOT_DEVICE_RAM is selected, CONFIG_SPL_LOAD_FIT_ADDRESS will be
required in loader spl/spl_ram.c, and the offset is 64KiB.
