New User added ,not able to access through LAN with ipmitool lanplus command

Hi,
I have added new user with administator privilege and ipmi =on
D  Name             Callin  Link Auth  IPMI Msg   Channel Priv Limit

but new user not able to establish connection with ipmitool lanplus command

Error: Unable to establish IPMI v2 / RMCP+ session


I need establish LAN access for new user
