Okay. Try adding the following to meson.build:

  config_host_data.set('HAVE_LINUX_BLKZONED_H', cc.has_header('linux/blkzoned.h'))

Then:

  #ifdef HAVE_LINUX_BLKZONED_H
  ...
  #endif /* HAVE_LINUX_BLKZONED_H */
