This must have been an artifact of my busted diff, in my tree:
$ find . -name bcm2835_peripherals.h
./include/hw/arm/bcm2835_peripherals.h

Debian Bullseye. I had diff.noprefix=true set in my .gitconfig for some 
reason or another. I've removed it.
