CONFIG_PREEMPT_COUNT is now unconditionally enabled and will be
removed. Cleanup the leftovers before doing so.

CONFIG_PREEMPT_COUNT is now unconditionally enabled and will be
removed. Cleanup the leftovers before doing so.
