Add new CTS_ENCL & CTS_ENCL_SEL clocks for the G12A compatible
SoCs, they are used to feed the VPU LCD Pixel encoder used for
DSI display purposes.

Add new CTS_ENCL & CTS_ENCL_SEL clocks for the G12A compatible
SoCs, they are used to feed the VPU LCD Pixel encoder used for
DSI display purposes.
