Are these pages part of guest's address space?

Why not have the guest ask for more memory in the config file then?

(OK, I can see that they can't ask for a few KB since we have MB
resolution but they can ask for an extra 1MB)

Only to keep resource accounting fair. The guest may decide to use
memory reserved for ACPI as a regular memory.
