NetworkPkg/DxeNetLib: Change the order of conditions in IF statement
The condition, NET_HEADSPACE(&(Nbuf->BlockOp[Index])) < Len, is
meaningless if Index = 0. So checking 'Index != 0' should be
performed first in the if statement.
