Add a helper function that retrieves RMR memory descriptors
associated with a given IOMMU. This will be used by IOMMU
drivers to setup necessary mappings.

Now that we have this, invoke this from the generic helper
interface.

Add a helper function that retrieves RMR memory descriptors
associated with a given IOMMU. This will be used by IOMMU
drivers to setup necessary mappings.

Now that we have this, invoke this from the generic helper
interface.
