Add driver for dynamic scaling the DDR Controller on imx8m chips. Actual
frequency switching is implemented in TF-A, this driver just wraps the
SMC calls and updates the clk tree.

Add driver for dynamic scaling the DDR Controller on imx8m chips. Actual
frequency switching is implemented in TF-A, this driver just wraps the
SMC calls and updates the clk tree.
