If the IOMMU advertises IOMMU_CAP_TRANSLATE_MSI choose
IOMMU_DOMAIN_MIXED domain type instead of IOMMU_DOMAIN_UNMANAGED
to allow transparent allocation of MSI frame IOVAs.
