I agree that we could use a better name.

I'm thinking about
   > rebase.missingLinesCheckLevel
   or
   rebase.missingCommitsCheckLevel
but I am worried that these names are too long.
Maybe
   rebase.dropCheckLevel

I don't really have better propositions right now.
