Should not sched_setaffinity() update user_cpus_ptr when it isn't NULL,
such that the upcoming relax_compatible_cpus_allowed_ptr() preserve the
full user mask?

Should not sched_setaffinity() update user_cpus_ptr when it isn't NULL,
