I'm not sure what's the better way to name it,
_require_xfs_scratch_bigtime() or _require_scratch_xfs_bigtime()?

We have one _require_scratch_xfs_crc() which "scratch" comes before
"xfs", and one _require_xfs_scratch_rmapbt() which "scratch" comes after
"xfs".

Message should be "Kernel doesn't support bigtime" ?

Thanks,
Eryu
