I think this can be further broken down into smaller & bisectable patches:
1. First patch for CSR defines related to VECTOR extension
arch/riscv/include/asm/csr.h
2. Second patch just to add Kconfig option and update Makefile
arch/riscv/Kconfig
arch/riscv/Makefile
3. Third patch to detect "has_vector" at time of CPU feature parsing
arch/riscv/kernel/cpufeature.c
4. Fourth patch to reset VECTOR registers at boot-time
arch/riscv/kernel/head.S
5. Fifth patch to task switch support for VECTOR
6. Sixth and last patch for ptrace support for VECTOR

Above is just some tentative patch breakup, you can come-up
with your own patch breakup as well.
