Hi. Is there a way to support vpn in the 2.4.0 kernels like we had
with the patch for the 2.2.x kernels?
Any assistance would be appreciated.

FreeS/WAN: A Linux IPsec implementation:
http://www.xs4all.nl/~freeswan/
Or look at CIPE (kerneli patches).

Excuse my ignorance, but what is cipe?
Also, I received a comment that all I had to do was enable gre
tunneling, is this correct?
Thanks.

CIPE = Crypto IP Encapsulation.
See
http://sites.inka.de/~W1011/devel/cipe.html
Some version of cipe is in the kerneli patches:
ftp://ftp.YOURCOUNTRY.kernel.org/pub/linux/kernel/people/astor/
I'd recommend using FreeS/WAN, though as it's a standardized solution,
even offering interoperability with other OSes.

This does not give you the P from VPN.

Not for a good solution IMHO, run don't walk to FreeS/WAN first, and save
yourself a lot of grief....

What kind of VPN, there are all kinds of User mode solutions, some for
kernel modules. Are you talking about IPSec?
Greetings
