Hello,
     with recent kernels after a suspend/resume cycle on my laptop (HP 
6730b) the fans stays at full speed.
I've bisected down to this commit:

     Thermal: Introduce simple arbitrator for setting device cooling state

     This fixes the problem that a cooling device may be referenced by
     by multiple trip points in multiple thermal zones.

     With this patch, we have two stages for updating a thermal zone,
     1. check if a thermal_instance needs to be updated or not
     2. update the cooling device, based on the target cooling state
        of all its instances.

     Note that, currently, the cooling device is set to the deepest
     cooling state required.

I tried to revert it but there are rejects so I cold not try current 
kernel with simply this commit removed.

As a side note when the fan is at full speed a see an anomaly on thermal 
indicator #4

yes, the fan never stops and runs always at full speed.

same problem here with kernel-3.7.8-202.fc18.x86_64
but fan speed after resume with kernel-3.6.10-4.fc18.x86_64  seems ok
acpidump and sys/class/thermal/  details are attached

I had a merge conflict resolved with a:

git rm drivers/thermal/exynos_thermal.c

(the file is unused with my config).

Anyway now I'm running on your next branch and the problem seems to be 
gone (I tried a couple of suspend resume cycles).

no errors reported during the build but there are minor issues with
the packages produced by "make rpm" that I have not been able to deal
with

I too have been hit by this regression w/ a HP Compaq NC6000 laptop.

v3.8-rc2-72-gf5b6d45

Sadly I must report that it's even worse than 3.7. Even without any

comes on correctly and speeds up as the temperature rises. Unfortunately when
the temperature drops the fan doesn't slow down at all. So once I hit a high
trip point the fan stays at that speed forever.

I'm running now with:

$ git describe
v3.9-rc1

and it seem that the behaviour of my laptop is similar to yours.
Also, immediately after a suspend/resume cycle, the fan speed goes down,
and again the speeds correctly goes up as the temperature rises, but when
the temperature drops the fan doesn't slow.

Now the suspend/resume cycle seems almost unrelated with the issue 
(except for
the fan speed reset at resume).

Hello,

FedoraForum.org helped me to edit the kernel.spec
so that I could build and install kernel source from the branch but I
keep getting cpu fan speed at full speed after resume on my HP 620
the same thing happens with 3.8.1 provided by Fedora
I tried vanilla 3.9.0-rc1 on Fedora 18 and suspend when the power
button is pressed does not work anymore:
the screen gets blank, standby state cannot be achieved and I could
not find a way to resume the laptop so I had to poweroff

For that part of the problem I just discovered something that might be a
hint on the cause, there is no governor set for the thermal zones:

/sys/devices/virtual/thermal/thermal_zone0/policy : (null)
/sys/devices/virtual/thermal/thermal_zone1/policy : (null)
/sys/devices/virtual/thermal/thermal_zone2/policy : (null)
/sys/devices/virtual/thermal/thermal_zone3/policy : (null)
/sys/devices/virtual/thermal/thermal_zone4/policy : (null)

to my understanding this policies should default default to the
CONFIG_THERMAL_DEFAULT_GOV_*
configured in the kernel.  But it is always (null) for me.  And
something like 
# echo fair_share >/sys/devices/virtual/thermal/thermal_zone0/policy
does not work either.

Or is this expected behavior?

same problem here on my HP Compaq 6910p.

I just tested with vanilla linux 3.8.2 -- unfortunately the problem
still persists.[1][2]  The last (stable) kernel working for me is 3.6.11.

I'll happily provide any additional information which might help getting
this fixed.  Just ask... :)

[2]  FWIW², I'm under the stron impression that the whole fan control
     changed in the latest vanilla kernels on my 6910p even before doing
     a suspend/resume -- it seems to be more "binary" if you will, in
     that the fan is not running at all for a while and then at a 100%
     to return back to 0% after doing some serious cooling.  With 3.6.11
     and older it is more "analogue", with slow fan when only a bit
     cooling is needed.  No idea if this is related to the issue at
     hand.
