Now that support for SRIOV is added in PCIe endpoint core, add support
to configure virtual functions in the Cadence PCIe EP driver.

Now that support for SRIOV is added in PCIe endpoint core, add support
to configure virtual functions in the Cadence PCIe EP driver.
