Keep the physical address allocation that hmm_add_device does with the
rest of the resource code, and allow future reuse of it without the hmm
wrapper.

Keep the physical address allocation that hmm_add_device does with the
rest of the resource code, and allow future reuse of it without the hmm
wrapper.
