How so?  SERIO only selects SERIO_* bits, and INPUT only selects INPUT*
(and, imho, keyboard is input :)) bits.

Without other changes, it brings back the "user can shoot themselves in
the foot, easily." problem.  You can only remove the 'if ...' if you
select it before.
