Changes in v2:
    Remove RK_FUNC_* in dtsi as it dose not help understand things better.
    Adjust the order of description in dt-bindings.

Device-specific clocks should be inited in their respective device nodes.

Aka sdio clocks in the sdio controller node, video encoder/decoder in the 
encoder/decoder nodes, efuse, gmac etc etc.

Controllers for which you don't have bindings yet, also most likely won't need 
their clocks to get adjusted just now.

The cru assigned clocks are really only for system-wide shared clocks.

This is likely copy from juno board of arm, and i find that #address-cells = <1> in some  boards and  #address-cells = <2> in the other boards.
All of ROCKCHIP Socs set  #address-cells = <2>, so we set #address-cells = <2> to keep compatibility?
