It could be possible to store only the min or max rate, as
bands[i].max_rate == bands[i+1].min_rate. Up to you.

This should be "GPL". "GPL v2" exists for historical reasons (see
Documentation/process/license-rules.rst).

This should be "GPL". "GPL v2" exists for historical reasons (see
