Yeah, I noticed this discrepancy while doing the final builds and before
pushing things out. I think the problem here is that we restricted the
CBB region to #address-cells = <1> where it really should've been 2
cells for the addresses given the size of the addressable region. I've
reverted my changes for now, but I think eventually we'll want to adjust
CBB to be #address-cells = <2> and maybe even #size-cells = <2> to take
into account the PCIe ranges.

Another possibility might be that PCI is actually on a different "bus"
(i.e. not CBB) in which case it'd be best to model that. But the TRM is
not very clear about the bus hierarchy.
